2008ICPA (4th ICPA) Successfully Held at University of Minnesota, USA

Co-sponsored by University of Electronic Science and Technology of China, American Society for Public Administration, Humphrey Institute of Public Affairs of The University of Minnesota, Chinese Public Administration Society, School of Public Administration of Moscow State University, and Chinese Public Administration Journal, 2008 International Conference on Public Administration (4th ICPA) was successfully held at Humphrey Center of University of Minnesota on Sept 24-26, 2008.
Nearly 150 academic experts, experienced public administrators, and private sector management from both home and aboard attended this conference, who were from P.R. China, the United States of America, the United Kingdom, Canada, Russia, Thailand, Romania, Italy, Africa, Malaysia, Kenya, United Arab Emirates, Finland, Norway, Greece, India, Iran, Sri Lanka, Bangladesh, Portugal, Serbia, Japan, South Korea, Hong Kong, and China Taiwan. 2008 ICPA is co moderated by Prof. Zhu Xiao-ning, chairman of 2008 ICPA, associate Prof. Zhao Shu-rong, executive chairman of 2008 ICPA and Ms Antoinette A. Samuel, ExecutiveDirector of ASPA.
The theme of 2008 International Conference on Public Administration (ICPA 4th)- Building Bridges to the Future: Leadership and Collaboration in Public Administration, focuses on creating stable bridges to the future to ensure that issues and challenges are turned into opportunities, not obstacles. Hot topics on network governance, public ethics, public services, public-private partnerships, organizational behavior, education, and leadership are discussed in the four panel sessions, five paper sessions and two roundtable discussions. During the conference, experts in the field of public administration discussed the new achievements on these topics accordingly, which has offered insight, information, and knowledge on a variety of subjects that practicing public administrators and scholars should find useful.
In the opening ceremony, Prof. J. Brian Atwood- dean of Humphrey Institute of Public Affairs of The University of Minnesota, and Prof. Zhu Li-yan from Renmin University delivered keynote speech titled MPA Education during the Process of Reform and Opening-up in China, which instructs on the goal of China’s MPA education, introduces the history of China’s MPA education development and its significant achievements and experiences as well as its bright future.
During the conference, distinguished experts from different countries discussed problems and new ideas facing in the field of public administration, shared experiences of success and failure in public administration, explored the changes that public administration poses for all aspects of governance, and further promote international co-operation in the field of public administration, which has built solid foundation for the further research of public administration.
2008 International Conference on Public Administration (4th ICPA), which held world's attention, have wound up with all the tasks set in the agenda. In the closing ceremony, Irina N. MYSLYAEVA, vice Dean of School of Public Administration of Moscow State University delivered closing remarks, and Prof. Zhu Xiaoping, dean of school of Political Science and Public Administration summarized this conference.
The submissions of 2008 International Conference on Public Administration(4th) have amounted to Nine hundred and Fifty-Eight pieces from both China and abroad, including Two Hundred and Ten pieces submitted by foreign experts, scholars and practitioners to School of Political Science and Public Administration of University of Electronic Science and Technology of China and America Society for Public Administration and in which Three Hundred and Eighteen with two working papers are collected in Proceedings of 2008 International Conference on Public Administration(4th) , which offer a wide array of new knowledge and information on subjects that public administrators and scholars should find of some valuable and practical uses. The written proceedings of the 2008 ICPA, skillfully compiled by Editor-in-Chief Zhu Xiao-ning and Associate Editor in Chief Zhao Shu-rong, have been published by UESTC Press.
As arranged, 2009 International Conference on Public Administration (5th) will be held in Du Jiangyan, Chengdu, P.R. China on October 23-25, 2009.
