2007ICPA (3rd ICPA) Successfully Held at UESTC, Chengdu, P.R. China
2007 International Conference on Public Administration (3rd ICPA) was successfullyheld at International Conference Hall of University of Electronic Science and Technology of China(UESTC) on 21-22 October, 2007. 2007ICPA was co-sponsored by Chinese Public Administration Society, UESTC, American Society for Public Administration, School of Public Administration in Moscow State University and Chinese Public Administration Journal, and hosted by School of Political Science and Public Administration of UESTC.
The submissions of 2007 International Conference on Public Administration(3rd) have amounted to Eight hundred and Ninety Eight pieces from P.R. China, America, United Kingdom, Canada, Russia, Thailand, Romania, Spain, Italy, Singapore, Macao, Mexico, Philippines, United Arab Emirates, Lithuania, Japan, South Korea, Hong Kong, China Taiwan, Bangladesh, Republic of Georgia and Turkey. After peer reviews by 2007 ICPA Academic Committee, the papers collected in Proceedings of 2007 International Conference on Public Administration(3rd) are Three Hundred and Forty–Six, which offer a wide array of new knowledge and information on subjects that public administrators and scholars should find of some valuable and practical uses.
In the conference, nearly 200 participants, among which 150 participants are from China (Mainland, Hong Kong, Macaw and Taiwan), and nearly 50 attendants are from aboard,
including USA, UK, Canada, Russia, Thailand, United Arab Emirates, Singapore, Bangladesh, India, Japan, Korea, etc. had fruitful discussions on “Theory, Practice and Methods for Public Administration in 21st Century”.
In the Opening Ceremony, Professor Wang Houjun, vice-president of UESTC, delivered a welcome remark. He said it wasthe great honour to hold 2007 ICPA in UESTC and it offered UESTC a good opportunity to exchange the academic achievements with other experts from home and abroad. And he hoped that this conference would provide a forum for distinguished speakers from academia, government and industry to discuss problems and new ideas, share experiences of success and failure in public administration, explore the changes that public administration poses for all aspects of governance, and promote international co-operation in the field of public administration, especially with focus on bettering theory, improved practice, and effective methods.
Professor GAO Xiaoping, Vice President and secretary-general of CPAS; Mrs. Antoinette Samuel, Executive Director of ASPA; Dr. Zhang Ding’ an, Associate Editor in Chief of Chinese Public Administration Journal; Professor Alexey Surin, Dean of School of Public Administration of Moscow State University; Professor Xia Shuzhang, eminent scholar and forerunner in the field of public administration in China, from Sun Yi-xian University, delivered their congratulation remarks to the conference in different ways.


Professor Antoinette Samuel, Executive Director of ASPA, on behalf of ASPA, and Professor Wang Houjun, vice-present of UESTC, on behalf of UESTC, signed a Cooperative Working Agreement which aims at providing a framework for a formal working relationship between UESTC and ASPA, and establishing an agreement under which future co-sponsorship of the ICPA will be implemented.
Zhu Xiao-ning, Dean of School of Political Science and Public Administration of UESTC, Director of 2007 ICPA and Associate Professor Zhao Shurong, School of Political Science and Public Administration, Executive Director of 2007 ICPA, were acting as co-moderators for 2007 ICPA.
Professor Gao Xiaoping, Dr, Harvey White, Professor David M. Stuewe, Professor Zhu Liyan delivered keynote speeches on the reform of Chinese public administration system, the trend of development of public service, the role of government and governance mechanism, the development of public administration in China and the construction of government capability respectively. Meanwhile, Participants exchanged their academic achievements in four panel sessions.
In the Closing ceremony, In-Country Host Cooperative Agreement was signed by Mrs. Antoinette A. Samuel, Executive Director; Prof. ZHU Xiaoning, Dean of School of Political Science and Public Administration, UESTC; Dr. Thomas A. Walkington, Graduate School of Management, Hamline University respectively On behalf of ASPA, UESTC and UMN, aiming at establishing a working agreement for the planning and development of local logics for the 2008 ICPA Conference, to be held in the University of Minnesota, United States.

Dr. Zhang Ding’ an, vice editor of Chinese Public Administration Journal said the 2007 ICPA is accordant with the development of public administration discipline, the demand of theoretical research and practical development. It provided a forum for experts and scholars from home and abroad to exchange ideas in the field of public administration. It was of great importance for the innovation of government administration in China.
Professor Alexey Surin, Dean of School of Public Administration of Moscow State University, was impressed by ‘China’s gradual reform’. He believed that the research results of the conference would provide significant ways for the determination of reforms in different areas in public administration and improve the international cooperation.

Stuewe, Dalhousie University, Canada; Dr. Christian Rouillard, School of Political Studies,University of Ottawa, Canada; Professor Min Gyo Koo, Department of Public Administration, Yonsei University, South Korea; Dr. Manoj Dixit, University of Lucknow, India; Researcher Shi Heping, Chinese Public Administration Society; Professor Zhu Liyan, Secretary in Genera of MPA Education Supervising Committee, Renmin University of China, P.R.China; Professor Zhang Zaisheng, School of Public Administration, Tianjin University, P.R. China and other experts and scholars from different countries and regions, 2007ICPA had achieved fruitful successes and its annual conference will impress and signify the international academia of Public Administration more and more in the future.
