2005ICPA (1st ICPA) Held at UESTC Chengdu China
Several hundreds of scholars, professionals, students, and spouses from P.R. China, America, Russia, Thailand, Japan, South Korea, Hong Kong, Taiwan, Singapore and Canada attended the very successful First Annual ICPA on the campus of University of Electronic Science and Technology of China in Chengdu, P.R. China on October 21-22, 2005, which was co-sponsored by Chinese Public Administration Society American Society for Public Administration; School of Public Administration of Moscow State Uaniversity, Russia; University of Electronic Science and Technology of China; Chinese Public Administration Journal.

Focusing on the theme of “E-governance,” this conference has provided a forum for distinguished speakers from academia, government and industry to discuss problems and new ideas, share experiences of success and failure in public administration, explore the changes that public administration poses for all aspects of governance, and promote international co-operation in the field of public administration, especially with the goals of promoting a multidisciplinary approach to addressing the role of public administration in an era of e-communications, e-learning, e-government, and especially, e-boundaries–which, in its essence means no boundaries .


This conference has offered new knowledge and information on a wide variety of subjects that public administrators should find useful. Some conference participants spoke to administrative ethics, whistleblowing, organizational cultures and moral decision making, all very important in the day-in and day-out work of administering public agencies. Others spoke to E-government finance and using technology to educate and train the workforce. Yet others spoke to performance issues, including reforming public utilities, measurement, and economic development and municipal governance in China are also topics dealt with here.


Knowledge of these subjects and others more were published in the Proceedings of 2005 International Conference on Public Administration, which can assist public managers to carry out their duties in a competent and professional manner. The written proceedings of the 2006 ICPA, skillfully compiled by Editor-in-Chief ZHU Xiao-ning and Associate Editor in Chief ZHAO Shu-rong, includes 191 papers from contributors around the world. This 1400 page collection offers a wide array of new knowledge and information on subjects that public administrators and scholars should find useful as we move forward in our twenty-first century global community.
The successful holding of 2005 ICPA has greatly enhanced UESTC’s academic image in the field of Public Administration.
