Sponsored by University of Electronic Science and Technology of China, American Society for Public Administration, Chinese Public Administration Society, co-sponsored by School of Public Administration of Moscow State University and Chinese Public Administration Journal and Leshan Normal University, hosted by School of Political Science and Public Administration of Electronic Science and Technology of China, 2011 International Conference on Public Administration (7th ICPA) was successfully held at University of Electronic Science and Technology of China on October 18-20, 2011.



The 2011 International Conference on Public Administration brought together an array of authorsand topics drawn from many countries and attracted international interest in and inquiries from scholarsand public administration practitioners in P.R. China, Indonesia, Uganda, Germany, South Africa,Slovenia, America, United Kingdom, Canada, Russia, France, the Netherlands, Thailand, Romania,Italy, Brazil, Africa, Turkey, Poland, Australia, Switzerland, Denmark, Ireland, Pakistan, India, Iran,Malaysia, Philippines, Japan, South Korea, Spain, Kenya and China Taiwan. The Seventh InternationalConference on Public Administration was truly international.


The theme of 2011 International Conference on Public Administration (ICPA 7th)—The Future ofPublic Administration: Accountable and Transparent Government in a Networked World. Focus areasinclude accountability and transparency in government, citizen driven administration/civic engagement,networking and governance in urban regions, collaborating public organizations, international andglobal challenges, civil service reform, governance in the midst of diversity, and new publicmanagement. The papers collected in Proceedings of 2011 International Conference on PublicAdministration represent a vast storehouse of new information and knowledge that should be useful topublic officials on every continent, East-West and North-South, which offer insight, information, andknowledge on a variety of subjects that practicing public administrators and scholars should find useful.


Mr. Wan Lan-ming, President of Chinese Public Administration Society and Professor Xia Shu-zhang, prominent scholar in the field of public administration in China, served as honorary general chairmen of 2011ICPA. Professor Wang Hou-jun, Vice president of University of Electronic Science and Technology of China served as the conference program chairman. Mr. Gao Xiao-ping, Vice President and Secretary-general of Chinese Public Administration Society, Ms. Bao Jing, Deputy Secretary-General of Chinese Public Administration Society and Editor-in-chief of Chinese Public Administration Journal, Professor Zhu Xiao-ning, Dean of School of Political Science and Public Administration of University of Electronic Science and Technology of China, Mr. Erik Bergrud, President of the American Society for Public Administration(2011-2012), Professor Meredith A. Newman, President of the American Society for Public Administration(2010-2011) served as the conference chairmen. Ms. Antoinette A. Samuel, Executive Director of American Society for Public Administration (ASPA) and Professor Zhao Shu-rong from Schoolof Political Scienceand Public Administration of University of Electronic Science and Technology of China served as the Executive Chairman of 2011 ICPA.



In the opening ceremony, Professor Wang Zhi-qiang, Chairman of University Council of University of Electronic Science and Technology of China, delivered opening remarks. On behalf of University of Electronic Science and Technology of China, He said the University of Electronic Science and Technology not only develop electronic science and technology, but also actively developing social science and humanity, public administration is one of key development disciplines. It is a practice to host the International Conference on Public Administration in order to enhance international collaborations. As one of the organizers, University of Electronic Science and Technology witness the seven years of extraordinary history and progress of International Conference on Public Administration. He hoped that we can strengthen our cooperation with academics from other countries and that the construction and development of public administration discipline in UESTC can substantially benefit from this conference.



Ms. Bao Jing, Deputy Secretary-General of Chinese Public Administration Society and Editor-in-chief of Chinese Public Administration Journal, Ms. Antoinette A. Samuel, Executive Director of American Society for Public Administration (ASPA) and Professor Tom Liou, President of American Society for Public Administration (2012-2013) delivered opening remarks in the opening ceremony and expressed sincere thanks to the sponsors and the host.


In the opening ceremony, Mr. Gao xiao-pin, Vice President and Secretary-general of Chinese Public Administration Society, Mr. Erik Bergrud, President of the American Society for Public Administration(2011-2012) and Professor GU Jian-guang, School of International and Public Affairs of Shanghai Jiaotong University delivered keynote speeches, focusing on the theme of The Future of Public Administration: Accountable and Transparent Government in a Networked World. Moreover, there are twelve panel sessions at this conference.


On October 20, 2011 ICPA was successfully concluded. Focusing on the theme, the submissions of 2011 International Conference on Public Administration (7th) have amounted to Nine Hundred and Seventy-Six pieces from both China and abroad. ) are Four Hundred and Forty Three pieces are collected in the Proceedings of 2011 ICPA. The written proceedings of the 2011 ICPA, skillfully compiled by Editor-in-Chief Zhu Xiao-ning and Associate Editor in Chief Zhao Shu-rong, have been published by UESTC Press. Proceedings of the 2011 ICPA will be sent to be indexed by ISI Web of Knowledge under ISI Proceedings in USA.



As an important annual international academic conference, International Conference on Public Administration, initiated by University of Electronic Scienceand Technology of China, American Society for Public Administration, and Chinese Public Administration Society, is gradually developed into a worldwide academic activities with largest scale, highest level and influence in the international field of public administration after consecutive five years holding. As the initiator of the conference, 2005ICPA (1st), 2007ICPA (3rd) and 2009ICPA(5th)were successfully held in the University of Electronic Science and Technology of China, P.R. China, 2006ICPA (2nd) , 2008ICPA (4th) and 2010ICPA (6th) were respectively held in Warwick University, UK, the University of Minnesota, USA and the Australian National University, Australia. Moreover, Proceedings of 2005ICPA, 2006ICPA, 2007ICPA, 2008ICPA, 2009ICPA and 2010ICPA have been successfully indexed by ISI Web of Knowledge (ISSHP/ISTP).
