2009 International Conference on Public Administration

Sponsored by University of Electronic Science and Technology of China, American Society for Public Administration, Chinese Public Administration Society, co-sponsored by School of Public Administration of Moscow State University and Chinese Public Administration Journal, hosted by School of Political Science and Public Administration of Electronic Science and Technology of China, 2009 International Conference on Public Administration (5th ICPA) was successfullyheld at University of Electronic Science and Technology of China on October 23-25, 2009.

Nearly 300 academic experts, experienced public administrators, and private sector management from both home and aboard attended this conference, in which there are nearly 40 delegates from the United States of America, the United Kingdom, Canada , Russia , Thailand , Romania , Italy , Africa, Argentina , Poland , Australia , Norway , Finland , Kenya , Pakistan , India , Iran , Bangladesh , Senegal , Mongolia , Japan , South Korea , China Hong Kong, China Macau, Singapore and China Taiwan. The theme of 2009 International Conference on Public Administration (ICPA 5th)—The State of Public Administration: Issues, Problems, Challenges, focuses on creating stable bridges to the future to ensure that issues and challenges are turned into opportunities, not obstacles. Focused topics on The Profession and Good Governance, Performance Issues and Management, Information Technology and Management Information, Networking and Public-Private-Partnerships, Governance and Reform, and Emergency and Catastrophic Management are discussed in the nine panels.

Mr. Wan Lan-ming, President of Chinese Public Administration Society and Professor Xia Shu-zhang, prominent scholar in the field of public administration in China , served as honorary general chairmen of 2009ICPA. Mr. Gao Xiao-ping, Vice President and Secretary-general of Chinese Public Administration Society, Professor Zhu Xiao-ning, Dean of School of Political Science and Public Administration of University of Electronic Science and Technology of China and Ms. Antoinette A. Samuel, Executive Director of American Society for Public Administration (ASPA) served as the conference chairmen. Associate Professor Zhao Shu-rong from School of Political Science and Public Administration of University of Electronic Science and Technology of China served as the Executive Chairman of 2009ICPA.
In the opening ceremony, Professor Wang Zhi-qiang, Chairman of University Council of University of Electronic Science and Technology of China, delivered opening remarks. On behalf of University of Electronic Science and Technology of China, he extended warmest welcome to all the delegates at this conference. He said that International Conference on Public Administration has been successfully held for four consecutive years since 2005, among which the first and third ICPA was held in UESTC, which is a huge support for the development of discipline of public administration in our university. He hoped that the construction and development of discipline of public administration in our university can be promoted by strengthening academic exchanges and cooperation between Sino-foreign public administration program as well as learning from other universities at home and abroad.
Ms. Antoinette A. Samuel, Executive Director of American Society for Public Administration (ASPA) and Professor Alexey Viktorovich Surin, dean of school of Public Administration of Moscow State University delivered opening remarks in the opening ceremony and expressed sincere thanks to the sponsors and the host.
In the opening ceremony, Mr. Wan Lan-ming, President of Chinese Public Administration Society, Professor Owen Edward Hughes from Monash University, Professor James S. Bowman, Editor in Chief of Public Integrity, Professor Paul L. Posner, President (2009-2010) of American Society for Public Administration, and Professor Tong Xing from School of Public Management of Nanjing University delivered keynote speeches, focusing on the theme of the administrative system reform and public administration on the context of financial crisis. Moreover, there are nine panels at this conference.
On October 25, 2009ICPA was successfully concluded. Focusing on the theme, the submissions of 2009 International Conference on Public Administration (5th) have amounted to one thousand and eight pieces from both China and abroad. Four hundred and eighty-eight pieces are collected in the Proceedings of 2009ICPA. The written proceedings of the 2009 ICPA, skillfully compiled by Editor-in-Chief Zhu Xiao-ning and Associate Editor in Chief Zhao Shu-rong, have been published by UESTC Press. Proceedings of the 2009ICPA will be sent to be indexed by ISI Web of Knowledge under ISI Proceedings in USA .
It is reported that when Mr. Gao Xiao-ping, Vice President and Secretary-general of Chinese Public Administration Society, was interviewed, he said, International Conference on Public Administration have gone through five years with growing scale, level and influence, which has become an important platform for academic exchanges among scholars at home and abroad and drawn extensive attention equally. He fully affirmed that the University of Electronic Science and Technology of China has made great contribution to International Conference on Public Administration and also pointed out that public administration discipline of UESTC has been rapidly developed in these five years.
As an important annual international academic conference, International Conference on Public Administration, initiated by University of Electronic Science and Technology of China, American Society for Public Administration, and Chinese Public Administration Society, is gradually developed into a worldwide academic activities with largest scale, highest level and influence in the international field of public administration after consecutive five years holding. As the initiator of the conference, 2005ICPA (1st) and 2007ICPA (3rd) were successfully held in the University of Electronic Science and Technology of China, P.R. China, 2006ICPA (2nd) and 2008ICPA (4th) were respectively held in Warwick University , UK and the University of Minnesota , USA . Moreover, Proceedings of 2005ICPA, 2006ICPA, 2007ICPA and 2008ICPA have been successfully indexed by ISI Web of Knowledge (ISSHP/ISTP).
