Sponsored by Cape Peninsula University of Technology (CPUT), University of Electronic Science and Technology of China (UESTC), The American Society for Public Administration (ASPA), The Chinese Public Administration Journal (CPAJ), hosted by Department of Public Management, Faculty of Business of CPUT and School of Political Science and Public Administration of UESTC, 2013 International Conference on Public Administration (9th ICPA) was successfully held at Cape Peninsula University of Technology on November 1-2, 2013.






Up to 200 scholars, experts and practitioners in the field of public administration from 26 countries and regions such as P.R. China, USA, South Africa, Australia, Canada, Japan, Brazil, UK, Northern Ireland, Poland, India etc. across five continents participated the ninth International Conference on Public Administration including more than 60 Chinese participants from more than 20 Chinese universities and educational institutes.




On behalf of UESTC, Professor Wang Zhiqiang, Chairman of University Council of UESTC pointed out that every former ICPA session had its strikingly featured theme, thus made ICPA a brand, a bridge and a platform in the international Public Administration field through its larger scale, higher level and increasingly strong academic influence. In order to build world-class high level university, the University of Electronic Science and Technology would accelerate the process of internationalization, strengthen the communication and cooperation with well-known universities and academic research institutions and improve academic research level and cultivate competitive talents to the society.



The theme of 2013 International Conference on Public Administration (ICPA 9th) was Advancing Public Management Excellence & Innovation Worldwide. Focusing on the theme, it has amounted to six hundred and ninety-five paper submissions from both China and abroad. After peer reviews by 2013 ICPA Academic Committee, the papers collected in Proceedings of 2013 International Conference on Public Administration (9th) are three hundred and twenty-one, which offer a wide array of new knowledge and information on subjects that public administrators and scholars should find of some valuable and practical uses, and the academic committee selected 5 best papers and 7 best honorable mentioned papers.
There are two major sub-themes—advancing excellence and public sector innovation. The former has subtopics including leadership, human resources management, ethics and integrity, local, regional, national governance, information communication and technology (ICT), social management, emergency management and global advances and experiences. Public sector innovation focuses on two topics—sources and diffusion of public sector innovations and managing innovative initiatives. Under the sub-themes, 14 panel sessions and Round Table Forum on Higher Education Development were set. Professor Harry Herbert Ballard, Head of the Department of Public Management, Faculty of Business; Professor Harvey L. White, Past President of American Society for Public Administration (2007-2008) and Professor Sun Tao, Vice-Dean, Zhou Enlai School of Government, Nankai University, delivered their keynote presentations on topics ofAdvancing Excellence and Innovation for the Operation and Maintenance of Shared Basic Water and Sanitation Services---A Case Study of Metropolis Informal Settlements in a Less Developed Country; Talent, Security and Technology as Paradigms for Delivering a New Public Service; The Dynamics of Administrative Hierarchical Structure and Coordinated Regional Development in the course of China’s Urbanization respectively.




   Appointed by 2013 Organizing Committee, Professor Zhu Xiaoning, Professor Zhao Shurong, Dr. Stephen E. Condre and Professor Harry Herbert Ballard hosted the Opening Ceremony, Keynote Presentations and Closing Remarks respectively.





Since October, 2005, sponsored by University of Electronic Science and Technology of China (UESTC), American Society for Public Administration (ASPA), Chinese Public Administration Society (CPAS), co-sponsored by School of Public Administration in Moscow State University,and Chinese Public Administration Journal (CPA Journal), hosted by School of Political Science and Public Administration of UESTC, the first ICPA was successfully held in UESTC. ICPA has consecutively gone through 9 sessions, and Proceedings of 2005ICPA, 2006ICPA, 2007ICPA, 2008ICPA, 2009ICPA, 2010ICPA, 2011ICPA and 2012ICPA have been successfully indexed by ISI Web of Knowledge (ISSHP/ISTP).
