2016 International Forum on Smart City (IFSC) of OHTC Successfully Held at Chengdu, P. R. China

China, co-sponsoredby School of Political Science and Public Administration of UESTC, Public AdministrationInformation Research Center of UESTC, Chengdu Research Instituteof UESTC, Smart City Committee of Electronic Commerce Association of China, Sichuan Provincial Institute of EST Internet and Industrial Technology, the 2016 International Forumon Smart City(IFSC)was successfully held at Chengdu from September 12to 14. This wasone of the most important events for 2016 Western China Overseas High Tech and High Talents Conference (OHTC).

More than 50 scholars, experts and practitioners in the field of building smart city from 11 countries and regions such as P.R. China, USA, UK, Japan, Canada, Netherlands, Brazil, South Africa, India, Indonesia, South Korea and Macao SAR of P. R. China participated in the 2016 International Forum on Smart City (IFSC).

The theme of forum:ACity Built on Information Technology and Wisdom, focusedon the new emerging issues and the challenges about urban management system innovation, building smart city and its development policies accordingly.There weretwo major sub-themes The System Innovation of Smart City, the Opportunities,andChallenges of Smart City Development. These coveredinnovations and managing innovative initiatives in Smart City Building from the perspective of urban management system.

The 2016 International Forum on Smart City (IFSC)began with anopening addressby Mr. Yang Hongbo, vice governor of Sichuan Provincial People’s Government. In his address, Mr. Yang Hongbo expressed appreciation to the organizers of the forumand affirmed the necessity and practical significance of the IFSC. HeunderscoredGovernment’s commitment to fully respect and comply with the law of urban development in its quest to build smart cities in Sichuan.

Mr. Yang Xiaobo, the vice president of UESTCalso expressed his warm appreciation for the opening of IFSC. He said as one of the “985” project universities which leads in electronic and information science, the disciplines and research fields of UESTC are highly fit for smart city building. In view of this, he indicated that UESTCis well-positioned to act as promoter and participantin building the smart citiestopromote the informatizationof public administration in government, and international exchange and cooperation in the field of smart city building.

Samuel, the deputy executive director of the National League of Cities (NLC), USA; ChrisHamnett,academician of Academy of Social Sciences and emeritus professor of King's College London, UK; Zhou Tao, professor of University of Electronic Science and Technology of China, P.R.China, Gao Xiaoping, the vice president and secretary-general of Chinese Public Administration Society, P.R.China; Meng Qingguo, a professor of School of Public Policy & Management, Tsinghua University, P.R.China; Li Jianping, deputy secretary-general of China Smart City Industry Alliance, P.R.China, deliveredtheirkeynotepresentationsontopicsofSmart Cities – Improving City Governance and the Use of Information Technology,Smart Cities: A Critical Analysis,Innovative Practice of Big Data,"Fang Guan Fu" Reforms(Reforms to delegate power, streamline administration and optimize government services)and Smart City Construction, Innovationon Urban Service under Open Data Strategy, Smart City and Industry Development and Innovation in China respectively.

Due to time and space constraints, only26research papers were selected for presentation and discussions. Eminent personalities deliveredlectures at the2panel sessions during the course of the 2016 IFSC.
Prof. Tang Zhiwei, Prof. Jiang Xiaoping and Prof. Zhao Shurong moderated the opening ceremony, keynote presentations and closing remarks respectivelywhileProf.XU Xiaolin, presidentof Smart City Committee of Electronic Commerce Association of Chinadeliveredthe closing speech at the closing ceremony.

Founded in 1995, the Western China Overseas High Tech and High Talents Conference (OHTC), is the one of the most important public activity, co-hosted by the Overseas Chinese Affairs Office of the State Council, Sichuan Provincial People’s Government, Chengdu Municipal Government and the Western Fellows-Students Association. From then on, it has invited more than 6000 overseas Chinese to Sichuan to give an investigation meeting and introduced about 760 intellectuals. The cooperative scientific projects have increased more than 1000, and the total investment has reached hundreds of billion, which makes it the most influential stage for attracting talents and innovative creations in western region of China.
