On 26th of October 2015, David S.Birdsell visited the University of Electronic Science and Technology of China (UESTC) accompanied by Delgado Angelina, the director of Operations and Finance. He was invited to deliver a lecture on the topic of “An Evolving Field: The Shape of Public Affairs Education in the United States of America (USA)”.

David is a fellow of the National Academy of Public Administration, Vice President of NASPAA, and also the Dean of the School of Public Affairs of City University of New York. He has a strong academic influence in the field of international public administration. In his lecture, he started with the birth of modern public administration. He considered that the development of public administration is dated back to the urban management, and that development of public administration was introduced in line of the development of the city, the country and the world consecutively . He lectured the situations of employment and obligation orientation from Local, State, to Federal in US through a series of survey data and diagrams to empirically lay emphasis on the lecture he was delivering.

In addition, he explained why there is the need for the third sectors, namely NTO or NGO, to participate in management, which made us have a further understanding of the development of public affairs management.

They were also warmly welcome by the Dean of SPSPA Zhu Xiao-ning and other school management for a meeting, which provided both sides the opportunity to introduce their academic disciplines, personnel cultivation, international cooperation and exchange separately and discussed the short-term exchange programs.

UESTC is one of the principal sponsors of the International Conference on Public Administration (ICPA). Professors Zhu Xiao-Ning and Zhao Shu-rong on behalf of the Organizing Committee of ICPA invited David S.Birdsell to attend the 2015 (11th) ICPA to deliver a keynote address on the opening ceremony.

Both sides negotiated on the student’s short-term exchange program between SPSPA,UESTC and the City University of New York, USA, for 2016. After discussing specific arrangements for the curriculum, exchanges, research projects and other issues of cooperation, the two sides signed the cooperation agreement. Afterwards, Ms. Delgado Angelina had a meeting with students who want to study at the City University of New York, USA, and answered questions about how to study at United States.

David S. Birdsell, Fellow of the National Academy of Public Administration and also the Dean of the Baruch College, School of Public Affairs, City University of New York. Special Assistant to the President for Institutional Effectiveness has centered his academic work on the nexus of Communication, Media, and Information Technology in Politics, Government and Nonprofit Administration.

David serves on the New York City Broadband advisory Committee and on the Executive Council of the National Association of Schools of Public Affairs and

Administration. He chairs the Board of the Volunteer Consulting Group of governance Matters and serves on the board of the New York Census Research Data Center and the Advisory Board of the Human Services Council as well as the cochairman of NASPAA.
