James M. Bourey, City manager of Newport News, United States, joined the academic salon

On October 31st, James M. Bourey, the city manager of Newport News, United States, Lamont B. Curtis, the president of Sister Cities of Newport News(SCNN) and Skip Smith, the manager of WM Jordon Real Estate Agency visited University of Electronic Science and Technology in China (UESTC) at the invitation of Human Resource Department and School of Political Science and Public Administration(SPSPA). James M. Bourey joined the academic salon with faculties and students.

The topic of academic salon is On City Management—A Case Study from Newport News. At first, James M. Bourey shared the experience and lessons of Newport News in the smart city-building. He pointed out that the key to smart city construction was to make full use of science and technology in urban management to serving urban residents. He also indicated, globalization, scientific technology and the changing of social values would profoundly affect urban development and government should adapt to the trend. As urban governance, James M. Bourey thought the interpersonal interactive platform is very important. Governments should build a platform by forming technical centers. “People are smart”, he said, “What we should do is to encourage them to communicate with each other.”
Wang Lu-hao, Liu Yan and Liu Long, young faculties of SPSPA, exchanged their academic ideas with James M. Bourey on the issues of urbanization, real estate industry as well as intelligent transportation systems and smart city.
Later, James M. Bourey asked the students for their expectations to the hometown. Dennis, an international student from Ghana said he wants his hometown to establish a complete industrial system in the future. While some Chinese students said they just want to see blue sky more often due to the fog and haze.
Before the academic salon, James M. Bourey and thedelegationfromcity of Newport News visited SPSPA. The Chairman of school council, Zhou Jun, and vice-dean Liu Zhi-yong, Tang Zhi-wei, and professor Zhao Shu-rong, as well as faculty’ representatives in the field of urban management welcomed all the guests. Professor Zhao Shu-rong introduced featured academic disciplines, research interests and international cooperation of SPSPA. Associate professor, Yang Jing, gave a brief introduction of the development of urban management. Both sides had extensive and in-depth exchanges on smart city governance.

City Manager of Newport News, the Chair of Peninsula Airport Commission, Virginia, Michael Bourey received a dual master degree of Urban Design and Architecture from Washington University, St. Louis, Missouri in 1976. Now he acts as a board member of United Way of the Virginia Peninsula, the Bernardine Sister Foundation and the Virginia Local Government Management Association. He also serves on the International City-County Management Association, the Urban Land Institute and the American Planning Association. In the past, he was the City Manager of Greenville, South Carolina.
